The Optimist World Sailing Championship 2004 will be held July 14th through July 25th, 2004 in Salinas, Ecuador, at Santa Elena Bay, near to the Salinas Yacht Club.
The Championship is organised by the Salinas Yacht Club (SYC), and the International Optimist Dinghy Association (IODA), with the cooperation of the Ecuador Optimist Association (AOE) and the Ecuadorian Yachting Federation (FEY).
English shall be the official language for the Championship.
4.1. The Championship will be sailed under the following rules:
a) The current ISAF Racing Rules of Sailing (RRS),
b) The current IODA Class Rules,
c) The Conditions for the IODA World Championship,
d) The Final Notice of Race,
e) The Sailing Instructions (SI) and their amendments,
f) The Supplementary Sailing Instructions (SSI) and their amendments,4.2. The prescriptions of the Ecuadorian Yachting Federation will not apply.
4.3. Advertising will be restricted to category A, according to RRS Appendix 1. All competitors will be required to display the event sponsor’s advertising on each side of the hull.
4.4. Sailing Instructions and Supplementary Sailing Instructions will be available at registration at the Regatta Office.
4.5. Boats are not exempted from displaying a red flag according to the second sentence of RRS 61.1(a). (Amends RRS 61.1(a), third sentence.) A boat required to display a flag shall do so until she is no longer racing, and shall inform the RC of the boat being protested immediately after finishing. (Amends RRS 61.1(a), fourth sentence.)"
An International Jury will be constituted in accordance with RRS Appendix M. Decisions of the International Jury are final and not subject to appeal as provided in RRS 70.4.
6.1. Competitors shall comply with the International Sailing Federation (ISAF) Eligibility Code in accordance to RRS Appendix 2, and with IODA Conditions for World Championships.
6.2. Each National Authority member of IODA may enter a team of 5 sailors born in 1989 or later, with one Team Leader, one Country Representative and one Coach
6.3. Teams from non-member National Authorities of IODA may be entered subject to the approval of IODA.
6.4. Sailors shall be either nationals or bona fide residents of the country they represent, unless otherwise agreed by the IODA Executive Committee. A sailor who has represented one country at an IODA World or Continental Championship shall not represent another member country except in cases of alteration of residence, which cases shall be approved by the IODA Executive Committee. Attention is drawn to ISAF Regulations relative to the ISAF World Youth Championship.

Prize-giving and Closing CeremonyJuly 25th Official departure day 8.1. For the Beacon Challenge Cup (Individual Championship) the entire fleet will be divided into 6 divisions (as far as possible with the same number of boats), each of which will sail at least once and if conditions permit 2 or 3 times, with each of the other divisions.
8.2. After the first 5 races sailed in the Beacon Challenge Cup the total points of the 4 sailors with the best cumulative results from each national team will be added to give a team total score. The 16 teams with the best total team scores will race in the IODA Challenge Cup except that, if the team of the host country does not qualify, it shall replace the team with the 16th best score. The format for the IODA Challenge Cup will be described in Supplementary Sailing Instructions.
8.3. Competitors not participating in the IODA Challenge Cup will race in the Salinas Yacht Club Cup. The format for the Salinas Yacht Club Cup will be described in Supplementary Sailing Instructions II.
8.4. For the Miami Herald Trophy the total points without discard of the 4 sailors with the best individual cumulative results from each team in all Beacon Challenge Cup Championship races which count will be added to give a team total score. The Trophy will be awarded to the team with the best team total score.
9.1. Beacon Challenge Cup: The Low Point System of Appendix A will apply.
a) Fifteen races are scheduled for each division. Five races must be completed to constitute a championship.
b) Each race between two divisions will be scored as one race in which all competitors of those two divisions have entered.
c) Only races completed for all 6 divisions will be scored.
d) When from 6 to 10 races have been completed, a boat’s score will be the total of her race scores excluding her worst score.
e) When 11 or more races have been completed, a boat’s score will be the total of her race scores excluding her two worst scores.9.2. IODA Challenge Cup: RRS Appendix D will apply.
9.3. Salinas Yacht Club Cup: The Low Point System of Appendix A will apply.
10.1. In addition to IODA Class Rules 4.2 (a) and (b), 4.3(a) and (b), each boat shall have on board a secured paddle with a blade surface of not less than 0.025 square meters, and each competitor shall carry a whistle, tied to his/her body or clothing. Competitors not complying with this instruction will be penalized with 5 points for each race of the day on which they have failed to observe this instruction.
10.2. Adequate personal buoyancy shall be worn at all times while afloat. Wet suits and dry suits do not constitute adequate personal buoyancy. If the buoyancy device is of an inflatable type, it shall be inflated at all times while afloat. This changes RRS 40.
11.1. The Organising Committee will provide boats free of charge for use as team support boats. No other individual team support boats are allowed during the championship.
11.2. Team support boats will only be allowed under following conditions:
a) Each boat shall display flags, with the three letters National Code, supplied by the Organising Committee.
b) Boats shall be shared by coaches of at least two different countries as decided by the Organising Committee. No more than one person from each team shall be on the water in the boat at the same time.
c) All support boats shall comply with the rules established by the Organising Committee.
d) Fuel and other consumables will be paid by the teams using the boat.11.3. Reservations of the supplied support boats must be made before the 15th of May 2004 and shall be accompanied by an initial damage deposit payment of USD 200.oo per team.
11.4. Should the Organising Committee decide to deduct from the damage deposit, it may require that the deposit be restored to its original amount before the coaches will be permitted to use the supplied boat again. Any remaining deposit will be refunded at the end of the event. Damage deductions will be initially shared by the teams using the boat.
11.5. Late reservations and delayed payments will result in a support boat charter fee of USD 500.oo per team. The damage deposit fee will also be charged.
11.6. Support boats will be available from the 14th of July 2004 until the end of the Championship.
11.7. Support boats may be rented before the 14th of July at a fee of USD 180.oo per day (fuel not included). Reservations will be accepted until the 15th of April 2004 and will be allocated by order of arrival.
11.8. Before the 14th of July, teams may use private support boats. However, those private support boats shall be reported to the Organising Committee and each boat shall display a flag with their three national letters.
12.1. Competitors are allowed to use only one hull, dagger board, rudder (with tiller and extension), mast, boom, sprit and sail during the Regatta. These parts of the equipment will be measured according to the Measurement Regulations, and approved to be complying with Class Rules by the Measurement Committee.
12.2. Substitution of damaged equipment may be allowed with the approval of the Race Committee.
12.3. All boats shall be officially chartered for the Regatta through the Organising Committee.
12.4. All boats may carry national letters or sail numbers in contravention of the Class Rules. The national letters to be carried shall be those of the national authority entering the chartered boat, and the number shall consist of the number of digits equal to the most recently issued sail number in that country.
13.1. Participants compete entirely at their own risk and responsibility.
13.2. The Organising Authority and any other party involved in the organisation of the Championship accept no liability whatsoever for any injury, damage, loss or claim, whether personal or material, incurred by or inflicted to participants before, during or after the Championship.
13.3. Competitors and support staff will be required to sign a liability waiver.
Competitors shall carry at registration a valid third party liability insurance, covering all risks, for a minimum amount equivalent to USD 300,000.oo. Teams unable to do so should contact the organisers.
Entries shall be made in the enclosed forms according to the following schedule:
15.1. the Preliminary Entry and First Entry Fees and First Charter Booking Payment Form (Form 1) not later than the 15th of February 2004.
15.2. the Final Payment of Entry Fees, Charter Fees and Support Boat Damage Deposits (Form 2) not later than the 15th of May 2004.
15.3. The Final Entry Form (Form 3) not later than the 15th of June 2004.
16.1. Entry fee will be USD 525.oo per competitor, and USD 550.oo for each team leader, country representative and coach. Accommodation and meals, between official arrival day (July 14th) and official departure day (July 25th), are included.
16.2. Payment schedule:
a) USD 250.oo per entrant (including team leaders, country representatives and coaches) must be received by Wire Transfer not later than the 15th of February 2004. This fee will not be refunded in case of entry withdrawal.
b) The remaining fees’ amount must be received by Wire Transfer not later than the 15th of May 2004. This fee will not be refunded in case of entry withdrawal after the 15th of June 2004.
c) A surcharge of 25% will be charged to any late payment.16.3. Payment instructions:

c) Entry fees must be free from bank commissions. Any bank fee will be charged to the competitor.
17. ACCOMODATION
17.1. Official lodging will be available from 14h:00 of July 14th until 12h:00 of July 25th.17.2. All meals will be provided, and the first official meal will be dinner on July 14th , and the last official meal will be breakfast on July 25th. Nautical lunches will be provided for each participant during competition.
17.3. Special food can be arranged if requested in advance.
17.4. A damage deposit per room will be charged by the hotel and will be refunded if no damage has ocurred. The damage deposit and other extra charges will be paid directly to the hotel upon arrival. Major credit cards are accepted.
18.1. Delegations shall arrive to Simon Bolivar International Airport in Guayaquil (GYE), which is served directly by major airlines from Europe, North, Central and South America.
18.2. Reception at Guayaquil airport and transfer to Salinas will be available for delegations having notified their arrival flight not later than June 15th. Transportation cost will be USD 20.oo per person, for team members.
18.3. Transportation will also be provided from Salinas to Guayaquil airport on July 25th. Cost will be USD 20.00 per person.
18.4. Those not having notified their arrival flight on due time shall arrange transportation on their own. Estimated driving between Guayaquil airport and Salinas: 2 hours.
18.5. If wishing to rent a car, arrangements shall be done in Guayaquil.
Teams wishing to arrive before the official arrival date should contact the Organising Committee in order to book accommodations. Early arrivals must be booked before the 15th of May 2004.
20.1. Charter boats are mandatory. Each boat is equipped as follows:
a) one hull, including two mainsheet blocks (one ratchet) and three buoyancy units;
b) one set of foils;
c) one set of spars;
d) one mainsheet and one painter;
e) one set of padded toe straps.
f) one beach trolley.20.2. Sails shall not be supplied. Competitors may bring and use their own foils, spars and fittings. Competitors shall not modify the supplied boat and/or equipment or cause them to be modified in any way except that:
a) a compass may be tied or taped to the hull or spars;
b) wind indicators, including yarn or thread, may be tied or taped anywhere on the boat;
c) hulls, dagger boards and rudders may be cleaned, but only with water;
d) adhesive tape may be used anywhere above the water line, and
e) all fittings or equipment designed to be adjusted may be adjusted, provided that the Class Rules are complied with.20.3. Charter fee will be USD 400.oo. Reservations and payments will be made according to the following schedule:
a) Reservations and first payment of USD 200.oo not later than the 15th of February 2004.
b) Final payment of USD 200.oo not later than the 15th of May 2004.
c) Late reservations and delays in any payment will result in an extra fee of USD 200.oo.
d) Charter fees will not be refunded in case of entry withdrawal.20.4. Charter period will be from the 14th of July to the 24th of July.
20.5. Notwithstanding 20.3.b. above, reservations made later than 15th of May 2004 will be subject to availability of boats from the official suppliers and the charter fee will be fixed at the time of reservation.
20.6. Pre-regatta charter will be available starting the 9th of July to the 13th of July at a cost of USD 100.oo for up to five days. Only requests made prior to the 15th of May 2004 will be accepted.
20.7. In addition to the charter fee, a damage deposit of USD 150.oo will be required on receipt of each boat, to be refunded if no damage has occurred. Should the Organising Committee decide to deduct from the damage deposit, it may require that the deposit be restored to its original amount before the competitor will be permitted to use the supplied boat again. Any remaining deposit will be refunded at the end of the event.
To enhance friendship among participants and to make their stay in Salinas more enjoyable, appropriate social events will be organised. Casual attire.
Each team is requested to kindly bring its own:
